I have a computer that after he opens a file he gets this error
OS could not load C:\Program Files (x86)\Bentley\InRoads Group V8.11\bin\gpkCoreRoadAT.2.0.dll, error 127.
MDL Loader: Unable to load library (DLL or MDL shared library) gpkCoreRoadAT.2.0.dll
We have tried reinstalling MS and Inroads. I think this error is caused by the command line I added to the target path to have the application pull down in Microstation. This is the command line with out the quotes " -wsLoad_InRoads_SS2=1"

If WaterGEMS, WaterCAD or StormCAD is installed then this issue can be resolved by editing the WaterGEMS/WaterCAD or StormCAD config (.cfg) file. The config file (such as WaterCAD.cfg) can be found by default under: C:\Program Files (x86)\Bentley\MicroStation V8i (SELECTseries)\MicroStation\config\appl
Try editing the last line of the CFG file that has, "MS_LIBRARY_PATH < $(MS_WATERCAD_ROOTDIR)". Please change the < sign to a > sign.

I would like to add that I ran across this same issue and was not able to fix it with the CFG edit. My issue was much more simple. Well, after I figured out what was wrong. This thread put me on the right track.
After the installation of WaterGEMS by our IM department, the tech overlooked (or didnt know about) the integration portion. After the integration was completed, the error was resolved. Start > All Programs > Bentley > WaterGEMS V8i > Integrate WaterGEMS with AutoCAD-MicroStation-ArcGIS
