I'm working in Geopak and received the error shown below. This generates a couple of questions:

I'm not an expert on this but I believe the error is being triggered by an element that is trying to project to a surface or offset distance but is unable to find a solution. This could be a slope or parallel offset element.
To find the element you can try looking at the message center and noting which object was being processed when the error occurs. That will tell you which object to look in for the element. With that info. you can open the object with the edit object tool and go to the elements tab. You can then toggle on the options to zoom to and highlight the element when you select it to help you locate the element in the drawing.
If all else fails you can look for the element identifier using Microstation. I posted to the Microstation forum not too long ago about how to find an element by it's identifier. If you can find that thread it will give you some nice tips on how to do it.
Hopefully someone on the product team will respond with better guidance on this.

Neil's answer is correct. It'll be an element that is being projected too that Modeler cannot resolve - for whatever reason.
Also, Neil's trouble shooting technique is good also.
I took a quick look through the MicroStation forum for the article he mentioned to find the element by ID. I've pasted the link below.
