I'm having a bit of trouble on my new machine at work. My scroll wheel on my mouse does not zoom in/out in the cross section view of the roadway designer. The scroll wheel acts just like hitting the up or down arrow on the scroll bar to the far right. clicking the mouse wheel in also does not pan around like it used to. My buttons work and are set correctly in Microstation after I remapped all my button assignments, but they still don't work correctly in the roadway designer. Is there somewhere I can set these things?, or is there settings i'm not aware of?

Dan, I am pretty sure in Roadway Designer (SS2), you have to hold down the shift key, while wheeling your mouse to zoom in and out. This will zoom in the Vertical direction. Then if you hold down the control key and wheel this will zoom in the horizontal direction in the cross section window.
