InRoads V8i SS2
MicroStation V08.11.07.443
Receives error message "Error 126" when attempting to launch InRoads from within MicroStation.
1. This is a typical error message you receive when the InRoads and MicroStation products were installed in an incorrect order. If InRoads is installed before MicroStation (either manually or sometimes a multi-installer package can do this), some necessary CFG files are not written to the correct locations. You can try to verify this by going to C:\Program Files\Bentley\MicroStation V8i (SELECTseries)\MicroStation\config\appl and see if the InRoadsAT.cfg is located in this location. If it is not, then it is possible that this could be the problem. What you would then have to do is uninstall InRoads (you can keep MicroStation installed), and run the installation for InRoads again, where it will write everything to the correct locations.
2. If that InRoadsAT.CFG is in that location, we may need to add the command line switch to the programs executables as Andrea suggested. You can visit the website to learn more about the command line switch:

There are two methods for adding the switch. The first is adding –wsLoad_InRoads_SS2=1 to the MicroStation and InRoads shortcut target (under the shortcut properties) or you can create a CFG in the MicroStation folder C:\Program Filed\Bentley\MicroStation V8i (SELECTseries2)\MicroStation\config\system which contains the following
Load_InRoads_SS2=1
and try to launch InRoads. You should now get InRoads to open without the message and the explorer should appear.
NOTE: This is specific to InRoads V8i SELECTseries2. There is a similar process for SELECTseries3 with some minor modifications to the values.

This didn't work for me. I have added the command line switch to the target path in the InRoads shortcut pinned to the Start menu and still get the same results. I have confirmed that it is also on the Microstation target path. I then added the created InRoadsAT.CFG file in the System folder without and with the command line switch in the taget paths and still get the error pop up. And now I can not uninstall InRoads!

What versions of MicroStation and InRoads are you running?

Did you get a chance to verify if the Applications menu was added into MicroStation after you ran the command line switch? Are you working in a workspace? Do you by any chance have Geopak or WaterCAD on your system? Please verify that you are in fact launching the proper licensed product. If you need assistance troubleshooting your License Managment Tool, please let me know.
Verify that you installed the products in order of Prerequisite > MicroStation > Geopak (if it's being used) > InRoads. Also, if you have WaterCAD on your system, there is a change that needs to be made. Please see the link below:

The Applications menu is not being loaded into MicroStation. I am not working in a workspace. I do not have Geopak or WaterCAD. I have confirmed launching InRoads (which results on the opening of MicroStation with the error 126 for InRoads unable to load library <DLL or MDL shared Library> CivUstAT). I had originally loaded InRoads prior to MicroStation (our in-house instructions were wrong), however, I then reinstalled InRoads after MS was loaded. I attempted to uninstall everything and "start from scratch" however I can not uninstall or repair InRoads so I installed the products in the above order.
If you are unable to uninstall the product, you may run the following:
support.microsoft.com/.../program_install_and_uninstall
This will allow you to uninstall the product and reinstall it in the proper order.
