I am only concerned with one corridor/one dtm at a time. This problem just happens to occur in multiple corridors. We can just focus on one corridor. There is a single template for the corridor that has a milling component and a topsoil component on each side of the milling component. When I process my x-secs in Roadway Designer the components are drawn correctly. When I create my dtm/3D model surface, the components are shown correctly. When I cut cross sections from surfaces, anywhere that the milling is used, the topsoil stripping is not drawn into the cross section. Portions where milling is has zero width, the topsoil component is drawn correctly in the cross section. (Part of this template runs over virgin ground so only topsoil stripping is needed)

How is the topsoil being created? Is it an overlay/stripping component? Does it share any common (merged) points with the milling component?
Might be helpful to post the ALG, IRD and existing ground TIN to see if we can reproduce.
I uploaded the ALG, ird, existing ground tin, rdp, gpk, and two cross-section dgns in the 0261020.zip folder. In the Clark_xsd.dgn Topsoil is drawn correctly at station 2+00 and earlier, and then when milling is added at 2+25, the topsoil disappears. Both the topsoil and milling are overlay/stripping components. The topsoil and milling share a point with the shared point unconstrained and the outer edge of topsoil constrained horizontally to be wider than our widest cross section. In the 0261020_Harney_xsd.dgn a similar issue is seen, topsoil is not drawn at in cross sections from 5+10 to 8+25, but properly drawn at 8+50 to 8+75, and then not drawn from 9+00 to 49+25, then properly drawn from 49+50 to 49+75, then not properly drawn from 50+00 to 70+61.25 (end of project).

Thanks for posting the data. In the version you are running (SS2) components will not display in cross sections unless all the points, such as the 4 corners, that make up the component cross the cross section. Looking at the Harney cross sections, the topsoil component extends anywhere from 175' to 250' right. Since the cross sections are only being cut to 200' offset, the topsoil will only show in the sections where it does not extend past 200'... such as stations 8+50 to 8+75. One quick workaround would be to cut your sections with 300' offset instead of 200'.
I narrowed my topsoil stripping widths and made sure all were within cross section cuts and as a result all the components were drawn in the cross-sections as desired. Worked perfectly, thanks.
