We understand that by selecting: Worspaces->Preferences->View Options - Civil, we get options to change default preferences, such as manipulator settings, etc. However, the "Toggle Commands" option is not availabel until we toggle the button in the task menu. Is this performance as expected, or should we be able to see all preference settings options without having to make other selections?
Essentially the toggle preferences become "available" as I understand it once your preferences become aware of the "Civil Environment". This awareness can happen in many ways as you suggested one such solution. Might be something we need to take a look at in the future to make it a bit more intuitive. Thank you for your feedback on this!

Just to add my $0.02.
I too found myself convinced something was wrong in my workspace and found that I had to use a new Open Roads command to make these items visible.
However, I believe I occasionally encountered situations where I could not make the product "aware" of the Civil Environment.

Please provide me with the product name and version you are running. Can I assume you are running InRoads V8i SS3, V08.11.09.493? If so, please be more clear on what workflow you are taking to see the issue you are speaking of in this forum. When I open my InRoads product, the Toggle Commands are shown when going to Workspace > Preferences > View Options-Civil.
