We are using Microstation V8i SS3 and Power InRoads SS3 / SS2.
We linked our legacy settings to the Microstation dgn file, created a template for a surface and breakline style and imported a LandXML file by selecting:
File->TerrainModel LandXML->browsed to file and imported surface. We notice that in the project explorer, under terrain models, we do not see the LandXML imported surface, only one that was imported from a dtm file, using Terrain Model task functionality. This suggestes that the only way to properly import a surface is to use the Terrain Model Tasks. Is this behavior as expected?
I can't speak in details about adding a terrain model via XML file becasue I have not done this procedure as of yet. In working with the software though in other aspects I have noticed that sometimes the data created in a DGN file does not automatically appear in the project explorer dialogue as expected. I have gone over and over trying to figure out what I was doing wrong only to find out that it was simply the project explorer list that was not being updated when an import happened. Have you verified that this isn't the case? I know it's a silly answer but I have wasted time in the past thinking I was doing something wrong when the list simply wasn't refreshing.

How can you "refresh" the proejct explorer? I see an option under Civl Model to "Process All Objects" but does not force any visible changes to what data is showing in project explorer.
Make sure you are using the Create from File command on the Tasks menu:
If you import the LandXML with this method, it will be displayed in Project Explorer:
