How to show Low/High Points of a Surface (dtm)

Two workflows come to mind:

1. You could display all the points and then change the display depth in MicroStation to your desired range.  For example, if you want to only display points between elevations 200 and 250, you would type in the MicroStation keyin "DP=200,250".
2. The other method would be to use a Feature Filter to display only points within a certain elevation range.  If you are not familiar with Feature Filters, you will find the following video very helpful:

i actually wanted to view the lowest and highest points on that surface....

Use hydraulic and hydrology application add-in. There is a tool you are looking for.

Adam, do you mean the Display Peaks and Pits command?  The Display Peaks and Pits command displays points on a DTM surface where all adjacent triangles slope away from a point (peak) or slope toward a point (pit). The points are drawn with zero-length lines.

So, it will return all peaks, not just the highest peak.
