Using InRoads SS3, I placed several OpenRoads specific features in a MicroStation file. When I JUST open MicroStation, I get a message "Obsolete Civil Data Found. Press Yes to cleanup the file and restore graphics. Press No to exit MicroStation."
Does this mean that if I press "Yes" that any intelligence associated with the graphics will be lost and unable to be read with InRoads? or Is it just a case of allowing these graphics to be read in MicroStation without using InRoads and will still be read when opened again with InRoads?

I walked through this process with a DGN containging OpenRoads Geometry, Terrains, and Corridors and I am not getting a popup or a message stating "Obsolete Civil Data Found...". It just opens and has all graphics displayed but doesn't have any ties to civil geometry and all graphics are just normal elements. Then when I opened it again with InRoads loading through the switch, all the civil ruled graphics were available again.
Is it possible you have some civil cfgs loading when you are loading only MicroStation? Perhaps a cfg is trying to utilize civil information and read civil rules on the elements but since InRoads isn't loading the program thinks the read civil information is obsolete.

The only config vars that I have defined are; CIVIL_DEFAULT_LINEAR_STROKING, CIVIL_DEFAULT_STATION_LOCK, CIVIL_XIN_FILE, CIVIL_ROADWAY_TEMPLATE_LIBRARY, CIVIL_CONTENTMANAGEMENTDGNLIBLIST.

I guess the answer to that would be yes, all of my DGNLIB's are from an earlier version. I'm curious as to how that would effect this specific issue. All of my DGNLIB's just contain levels or element templates.... Ah.... Element Templates......
Well, you could create a new empty dgnlib and export all of the templates and levels and reimport them into the new dgnlib and see if that fixes it.

I am also wondering if it could be the link to the XIN file too.... If the graphics are linked to a feature in the XIN and in MicroStation, since InRoads isn't being loaded, the link doesn't exist right?
I redeveloped my dgnlib files using ms ss3. I also still get the obsolete graphics message.
Can you upload that DGN you are working with? I don’t know of anything that would cause this just from civil tools so I wonder if something it is committing to the DGN is storing and it shouldn’t be.
Are you getting this with any data you are working with or is it specific to a single DGN file with Civil Ruled elements?
The Answer to this riddle:
After busting my head on the desk several times, I found that my issue all along had been that I included the switch " -wsLoad_InRoads_SS2=1" in my MicroStation shortcut. Once I removed it, I was able to open any file that contained SS3 OpenRoads graphics and not receive the obsolete graphics message.
