How do I export cogo points to a txt file with (point name, northing, easting, elevation, code and note), so that I can use them in my data collector to stake points in the field?

Within Inroads, you can select Geometry>Review Geometry Points and set your Mode to All Points and Report this will display the Report Results. You can then select Save As and set your Save as type to *.txt.
