Can I draw a smartline with z=0 and drape it to a terrain model? I want the line to insert a vertice in every breakpoint it encounters in the terrain model.
Yes, this is possible. You will need to create horizontal geometry. Next use the command Profile From Surface to create vertical geometry. You can then use the Terrain Modeling command, Add Features to add this feature to the terrain model of your choice.

but PowerCivil doesnt recognize a terrain model as a surface
If you wish to use Frank's suggestion, you will need first export your terrain model back to native InRoads as a DTM surface. If you wish to drape the feature to on the terrain model and then add it to the terrain model, you would use the method I described. My method uses OpenRoads commands. Frank's method uses native tools. So, you have a couple of options.
