Geopak Survey - Annotation Scale Cells

Question

I am having trouble getting my survey cells to come in with the annotative scaling. Here are the things that I have done so far to try and enable it: 
 - The cell library where the cell is coming from shows that the cell is an annotative cell 
 
 - The model where I am placing the cell has the "Can be placed as an annotation cell" checked on 
 
 - The SMD definition for the point does not have the "Apply Creation Scale" checked on 
 
 - The Annotation Scale Lock is on

Is there anything else that I need to check? I'm still not sure why this isn't working.

Does Geopak Survey support annotation scaling? I don't think it does. The dialogue box in the screen shot gives no indication that annotation scaling is supported.

Correct Classic GEOPAK Survey does not support annotative cells. OpenRoads Survey does.
