I initially posed this question on the MicoStation forum, but have subsequently been advised to move it here. I am experiencing problems with zooming in: I want to zoom in enough to be able to distinguish two different features, but the zoom function "locks" at a certain maximum (at this stage about a 24 *12 m window. Is there any way to increase this limit or turn it off altogether using PowerCivil?
If I open a new file and then copy the xref and merge it into the master, then I can zoom into a window 0.02 * 0.01 m, but I would still like to zoom in further if possible. This is the first time that I have encountered this problem, but maybe because I've never needed this before.

What are the Working units of your design file? (Settings / Design File / Working Units) It could be that the units in your file do not support any greater accuracy. Do not change these settings without backing up the file. it could really mess you up.

when you create a new file in powercivil or microstation, it just copies the default seed.dgn
Depending on what State you are from, I strongly suggest that you get a seed file from your State because the file would be already set up with the correct working units. Everytime you need a new dgn, copy the same seed file so that all your references match up.

The problem is indeed with the design file settings. The file was exported from ModelMaker and therefore the correct seed file was not "chosen" from the start.
