Using the current version of Power Inroads SS3 how can I produce a compound curve between two straight elements In the civil geometry tools (OpenRoads)?

You can access the curve between elements from the Horizontal task menu.
You can follow M's video on creating complex curves

Alternately you can place a basic curve between elements and edit / add transitions by opening the properties (or element information) and edit ahead or back curve transitions.

You cannot do it in one step. The following should work tho:
1-determine the offset that would be caused by each spiral. You could use the spiral from element command for this. Note that since there are two curves each spiral will be different
2-Arc between elements command to make 2 centered arc with offsets determined above.
3-spiral between elements command on each side of the 2 centered curve. Or if you used spiral from elements command in #1 above simply move the spirals to match endpoints of the curves.

I realise this is an old question, but there is the Spiral-Arc-Spiral command. Hold your left mouse button on the Simple Arc icon (R5) within Horizontal Geometry.
