When using a legacy XIN file and OpenRoads, cells placed through custom operations don't scale when choosing a different drawing (model) scale. However they do if placed as a function of the named symbology. Also a rotation attribute is not applied. Is there a solution to these issues?

The issue with custom operations not using annotation scale is a known issue that has not been implemented yet.
I was able to reproduce the problem with cells not honoring the rotation angle. I have filed a TR (D-134838) for this to be addressed.
