What is the easiest way using PowerSurvey to export a .TIN to a land .XML?

what version and flavour of PowerSurvey do you have?
Typically, within the DTM tools (if you have the GEOPAK version) there is an option to Export LandXML somewhere... Its been a while since I've seen PowerSurvey, so it may not be in the same location as shown below. But try taking a look and see if this option is available.
I'm running Version 08.11.09.674 and unfortunately I have InRoads, not GeoPak. I recently switched from GeoPak to InRoads and I sure to miss the simplicity of GeoPak.

Again, I don't have PowerSurvey, but see if you have the option File>PowerSurvey Translators>LandXML Translator.
If you do, there is an option to export a surface to LandXML.
If you are working in the native explorer, go to File > Translators > LandXML Translator and you can export the surface.
If you are working with the OpenRoads tools and you have the TIN created as a Terrain in the DGN, you can go to the Terrain Modeling tools and go to 'Export to File' to export your terrain as a file type 'LandXML (*.XML)'.
