SS3 - Civil Cell Reference Order

Question

I have been creating some civil cells representing bridge structures. When defining the cell I enter the reference elements in a particular order. The cell is then created. When I then place the cell the order that I am asked to enter the reference elements changes from the originally defined order. I am sure this can't be as designed.

This usually will occur in more complex civil cells. There is currently NO way to control this. 
 This will not effect the placement of the cell (i.e. if it fails it is not due to the order of selecting references changing) 
 My guess is the reference selection order is being returned in the manner best suited to placement of the cell.
