I'm trying to make a Civil Cell for a Right Turn lane bubble out and it doesn't seem to work. I can create civil cells without issue for curb returns at intersections, but the transitions to the wider road do not seem to get picked up in the civil cell.
For example, I'll create a line, copy parallel for the turn lane and draw transitions (straight lines or arcs) and only the original line and offset line are created in the Civil Cell - the transition lines are ignored. Any thoughts? See the attached video.

This did work - I haven't tested it yet where I just describe the dimension of my turn bay by "length" and not "distance", but starting the offset parallel line from an intersection point, describing dimension by length, reverse curves starting at the end point did the trick.

Your cell cannot work because you have not fully defined where the reverse curve starts and stops.
Try locating the reverse cuve at a crossing reference.
The other issue I see is the values for the reverse curve need to be locked prior to grouping the cell.
