When upgrading files to 2021 Release 1, we had labels in many drawings that were placed using Place Label from Cell that either disappeared or were moved well off of the items they were labeling. Is this common and is there a solution?

In OpenRoads Designer, is there a setting to allow labels to be placed relative to the current view? Similar to how dimensions and notes have always worked in Microstation. I am trying to place a label (station, offset) in a design model with the view…
