GEOPAK Drainage error: Cannot open source file

I am encountering an error message "Cannot open source file" whenever I try to analyze or design a network in GEOPAK drainage.  I reconstructed a totally blank project with only a small area, a node, an outfall, and the connecting pipe to ensure it was not something corrupt in the file.  I have closed and reopened the program several times.  I have cleared all the resource files from my temp folder and the GEOPAK 8.11.9 per other forum suggestions from years ago.  I have tried moving the .gdf file to several places that I was positive had no read/write protections.  I have checked my user preferences COGO preferences to ensure they are mapped to the correct place, and still... no luck.  Any advice would be much appreciated.
