Why is it that AutoDesk can provide Civil 3D Templates that are consistent with the National CAD Standard (NCS) by default ... but Bentley cannot provide a workspace that follows (even loosely) the same Standards? I think this is one of the reasons some clients and agencies are switching over to Civil 3D or are slow to adopt ORD.
Those adopting ORD spend a lot of resources and time in making ORD work for them.
However, it seems that most clients using Civil 3D adopt the NCS compliant templates and simply make minor modifications.
