We discovered a problem with some of the civil downloads this morning. Our IT department is working now to correct the issue. Power InRoads was one of the downloads that was affected.
Follow-up: I downloaded the Power InRoads Ss4 Rev1 install and get the same issue. However, since then, I was able to extract the contents using a zip program from both. In that process, PowerSurvey extracted fully with no errors. Power InRoads generated errors and was missing two files from what could be seen in the Zip program vs the contents of the folder. The error message only complained that the file was corrupt. I when file by file looking for the missing files. Then I compared the files to the Power Survey files and copied the missing files into the Power InRoads. Once there, I was able to run the Setup.exe and the install appeared to work.
I am running Windows 8.0. I have downloaded PowerSurvey 081109854 twice. Both files are identical and when I attempt to run them I get a blue bar across my screen stating "This app can't run on your PC. To find a version for your PC, check with the software publisher.
Please note that previous versions of MicroStation must be un-installed before installing the newer version. If you installed the newer MicroStation build over the older one, please follow the steps outlined in this article for removing both and installing just the newer build:

Same comment, same install process as TSL's comment....the new versions for sure installed correctly and are performing correctly, but the about Microstation is not updated...please recommend fix
Installed MicroStation 08.11.09.714 over MS 08.11.09.655 with the intention to install Inroads Site 08.11.09.845. But after restart Microstation the 'about Microstation' stays on ..09.655 (not the new installed ..09.714). Checking the windows > programs Microstation 08.11.09.714 is indeed installed!
How come ? How to resolve?
