The files in the download provide Subsurface Utilities content (i.e. nodes and conduits) and default hydrology and hydraulics settings for Subsurface Utilities. They can be used with MX, InRoads and GEOPAK, from version 08.11.09.845 onwards.

Please, can you explain to me, what can I do if I have additional * .dgnlib files (they do not have their files * .cel) containing new subsurface utilities and I want to attach this new to the Bentley-Civil-Metric environment workspace?

If you are using the Bentley-Civil-Metric workspace, then the files need to be copied here:
UK Subsurface Utilities Feature Definitions.dgnlib:
C:\ProgramData\Bentley\MX V8i (SELECTseries 4)\WorkSpace\Projects\Examples\Bentley-Civil-Metric\dgnlib
UK Subsurface Utilities Cells.cel:
C:\ProgramData\Bentley\MX V8i (SELECTseries 4)\WorkSpace\Projects\Examples\Bentley-Civil-Metric\cell
(These are the paths for MX – adjust as necessary for other products, or a different workspace).
To load the DGNLib when the product starts, you will need to change the Project Control File (*.PCF).
Assuming that you have permission to do this, the file for the Bentley-Civil-Metric workspace is located here:
C:\ProgramData\Bentley\MX V8i (SELECTseries 4)\WorkSpace\Projects\Examples\Bentley-Civil-Metric.pcf
(This is the path for MX – adjust as necessary for other products, or a different workspace).
The zip file contains a modified Bentley-Civil-Metric.pcf, which will load the UK Subsurface Utilities Feature Definitions.dgnlib. Rename the original file before you paste the one from the zip file into place, and change the file extension of the original file to prevent it being loaded – for example to “Bentley-Civil-Metric.pcf.Installed”.
Note that the UK Subsurface Utilities Cells.cel file is loaded automatically by a wildcard entry in the Bentley-Civil-Metric.pcf file.
If you are using your own workspace, then the lines needed to load the UK content are:
