Is there a way to add street furniture using cells from the cell library to OpenRoads SS4?

I have been trying to figure out how to add a cell from the cell library to a corridor as a 3D element. Is there a way to do this? (similar to the way the nodes in SUE Modeling operate in OpenRoads)

Civil cells of headwalls

I was wondering is it possible to create civil cells for headwalls or end treatments for culverts? I'm aware of SUDA but have never used the product so I'm not sure if this is already possible.
