"Reference Element Has No Active 3d" error message when placing civil cell

Problem:

User has created a simple civil cell in a 2D model that does not have a vertical component defined. When trying to place the cell, it will not let the user select the centerline elements, but instead gives the message "Reference Element Has No Active 3d"

Solution:

The Feature Definition Toggle Bar had the option to Create 3D Automatically toggled ON. Turning this option OFF will allow the user to place the civil cell.
