Problem:

When I create a new surface in Roadway Designer, no feature is created for one of the points in my template.

Solution:

Check to see if this point is a null point (meaning that it is not a member of any component).  If it is, make sure that "Include Null Point" is toggled on in the Create Surface dialog.
