Problem:

When trying to place a drainage structure, the structure is not placed at the location of the data point.

Solution:

Make sure that the point snap or element snap lock is NOT on.  Go to Tools>Locks>Point Snap and Tools>Locks>Element Snap, and ensure that both are toggled off.
