Answer:

The structures file (*.dat) should be edited within the InRoads product.  To make changes, go to Tools>Drainage>Structures from within the InRoads Explorer menu.  This command allows you to add and modify parameters in your drainage structures file – an ASCII file that contains standards (sizes, shapes, materials, and other parameters) for your drainage structures.
