Is it possible to set up hotkeys for InRoads commands?

Answer:

Yes, you can set up customized hotkeys for InRoads commands by going to Tools>Customize.  Click on the Keyboard tab.  Select the menu item from "Category" pulldown.  Select the desired command in the "Commands" list.  The "Press New Shortcut Key" field selects the shortcut key to assign to a command.
