Problem:

I am unable to locate the command Evaluation>Cross Section>Place Cell/Block in Bentley Rail Track.

Solution:

This tool is an application add-in that must be enable to be displayed in the Rail Track menu. To enable this command, go to Tools>Application Add-Ins.

Locate and enable the "Place Cell/Block Add-In".
