Where do I input a combined scale factor in OpenRoads?

Answer:

The Combined Scale Factor can be set and enabled/disabled in the Survey Settings. In Project Explorer, go to the Civil Standards tab. Expand Survey, and select the survey settings that you are using. Right click on the settings and select "Properties". This will open the properties in Element Information. In the Adjustment Defaults section, you will see the options for the Combined Scale Factor.
