Answer:

Upgrade of SS3/SS4 DGNs containing OpenRoads civil model data currently is not supported in the V10.00.00.120/V10.01.00.15 release. Attempting to open these files will result in a warning that the file contains unsupported civil data, and the file will be opened Read-Only. This capability is planned to be added in a subsequent release.
