Answer:

OpenRoads Designer CONNECT Edition V10.00.00.102 was certified on ProjectWise Explorer V10.00.02.203. 

The original readme did contain an error stating ProjectWise V10.00.00.20.  This error was corrected in subsequent releases.

(Note:  A crash was identified when trying to launch OpenRoads Designer with ProjectWise Explorer V10.00.01.71, this crash is resolved on ProjectWise Explorer V10.00.02.203)
