How do I translate, rotate, or scale a civil elements in OpenRoads Designer?

Use the Transform tool
This single tool is capable of Translating, Rotating, and Scaling an element. Civil elements are not valid for the three above separate power platform tools so this tool can do all three modifications on regular or civil elements at once, if desired.

This tool operates the same as any other tool, except the user can save the transformation for later use on other elements and has some pre-defined unit type transformations. It also outputs a record to the message center on what was done and modified.
If civil elements are transformed, they become simplified elements, meaning if the element is a target of a rule then that rule is removed. A warning box appears if civil elements are about to be transformed.
