Please check two configuration variables as shown in the attached snapshots might be OpenRoads is pointing to a different directory through the configuration variables ?

There are two configuration variables that define where the reports and the support files for the reports are located. It's like one or both of these is not defined correctly.

CIVIL_REPORTS_RESOURCES = The location of the _Themes sub folder that contains the report support files. By default this is C:\Program Files\Bentley\OpenRoads Designer CONNECT Edition\OpenRoadsDesigner\Default\Reports\_Themes but it can also be relocated to a server or other folder as needed for the users needs.

CIVIL_REPORTS_SUBDIRECTORIES = The location of the report folders and xsl files. By default this is C:\Program Files\Bentley\OpenRoads Designer CONNECT Edition\OpenRoadsDesigner\Default\Reports but it can also be relocated to a server or other folder as needed for the users needs.
