Answer:

Yes. When you are creating the Named Boundaries within the Sheet Seeds set the Top, Bottom Clearance and Vertical Exaggeration. When a user uses this dgnlib to create their NBs, it will automatically update with those values when that Drawing Seed is selected from the pulldown.
