Question:

Why I cannot see more utility properties in ORD 10.09, the same way as in ORD 10.12?

In Properties window >  Utility tab, less options are available in 10.09, than in Properties window >  Drainage and Utilities tab 10.12:

Is there something controlling the visibility of these utility properties?

Answer:

There have been improvements made between the versions.

We started to add some of the utility properties to the element properties to help with labeling. There were some issues with labeling in the previous versions which is why you see the change in properties.

Unfortunately there is nothing that can be done in 10.09 to make these properties visible. I would suggest  to move to 10.10 at a minimum (if possible).
