Where is the Reverse Transition command located?

Answer:

The Reverse Transition command is located in the Civil Geometry section of the Tasks bar.  To access all the different options for creating a reverse curve, left click on the icon and hold it for a split second and a menu will appear with several options to create reverse curves.

The Tasks bar can be open from within Microstation by toggling on Tools > Tasks.
