I open InRoads and I get a message stating that the XIN is in Read-Only.
Right click on C:\Program Files (x86) folder > Properties >uncheck "Read-Only" > Apply > Select "OK" to Apply changes to this folder, subfolders and files > Select "Continue" on the Access Denied dialog > Select "Ignore All" on the Error Applying Attributes dialog. After this has finished processing, go to the start menu and right click on the icon used to launch the product > Properties > Compatibility > toggle on "Run as Administrator" > restart the computer and launch InRoads.
If this does not work, check this wiki article for a detailed explanation with additional suggestions: http://communities.bentley.com/products/road___site_design/b/road_and_site_design_blog/archive/2011/06/22/unable-to-track-file-error-message-when-launching-inroads
