Problem:

Civil Cells are not being placed at the correct elevation when placed at a T-intersection.

Solution:

Ensure that when the Civil Cell is placed the user does not use the “Nearest” Snap.  Have user select end point, intersection, perpendicular, tangent or center snaps instead.
