We have customers collecting GPS coordinates in the field and I was wondering if there is a way to have the application (either the placement or edit dialog) pull the current coordinates from the GPS receiver and populate Lat/long and elevation business properties.

You can import field data in DGN whith is functionality of Interoperability Tool.
