I am getting the notice 'Please install KB2999226 on your machine before initiating installation' when trying to install "OpenUtilities Designer CONNECT Edition x64 (SES) (English)".

As Satish mentioned, this is a Windows update that is required by Bentley's Microstation based products. Please see this wiki post for an explanation:

Microsoft seems to have used the same KB number for multiple OS versions, so it is important you get the correct one. I think this is the one you need:
