Error inserting symbol - Invalid cell library

      Product(s): Promis.e, Bentley Substation
      Version(s): through 08.11.12.137
      Environment: N/A
      Area: Component Features
      Subarea: Insert Symbol By Name

    Error or Warning Message

When trying to insert a symbol onto a project page, the following error messages occur:

    Information
    Invalid Cell Library: [path]\[symbol name].Dgn

    Incorrect symbol
The symbol format is incorrect, please refresh the catalog and try again.

    Explanation

These messages have occurred when the user had insufficient permissions to the catalog folder or DGN file for the symbol. The situation can be reproduced by denying read permissions to the DGN file.

A test for this situation would be to try to open the DGN file specified in the error message using File > Open. The user with insufficient permissions received this message when doing so:

    Alert
You do not have access permissions to open file [path]\[symbol name].Dgn

    How to Avoid

Grant necessary file/folder permissions to the user. The user should have at least Read permission on the DGN files and the catalog.mdb file. When the catalog is shared with multiple users, each user must have "read, write, and create rights for the folder in which the database is located," per Microsoft, or else other error messages can occur (see the Error - .MDB file in use or locked by another user article).
