At start up of the software the following error message is displayed and the software does not function:

In one case the problem was caused by an SQL Server related issue, which was discovered while trying to browse the project database using SQL Server Management Studio. When trying to "open" a table in the database using "Select Top 1000 Rows", a Microsoft .NET Framework error message appeared with exception text:
"System.IO.IOException: The file exists."
This was caused by the number of tmp____.tmp files in the temp folder reaching its limit, evidenced by the presence of a tmpFFFF.tmp file.
Delete all the files possible from the temp folder. The temp folder to clear in this case was
which was reached via the %TEMP% shortcut. Some articles describe clearing a C:\Windows\Temp folder instead. Some files will not be able to be deleted because they are in use, but try to remove all tmp____.tmp files.
