Explanation
The software is unable to open a SQL connection due SQL server instance in a stopped state..
How to Resolve
Open the SQL Server Configuration Manager and GO to SQL Server Services. Change the SQL Server instance from Stopped State to Running state by right clicking on the instance and clicking on start
