A user can get an error message after upgrading their version of Bentley Utilities Designer when using an Oracle database. There is no error dialog generated. Rather when the user attempts to query features from the database, the Message Center will display a message that says "Query Complete (0 features in 2.0 seconds). One or more errors occurred". Opening the message center, the Message Details will show the path to an error log and a reference to 'Bentley.Geospatial.Utility.DateSupport'. This affects different language editions of the product and can be resolved by manually adding the Time Zone required to the Windows Registry.
