Issue: MicroStation and products built with MicroStation technology (e.g. AECOsim Building Designer, Bentley Map, Bentley View, etc.) freeze at the splash screen. Description: This impacts Bentley products built using MicroStation V8i SELECTseries 2 or higher. On some computers, these products could hang at the splash screen. Although we have not narrowed this to any specific computer configurations and the exact cause is unknown, initial investigation points to a non-Bentley operating system update that became available on January 15th. When having this issue with MicroStation hanging at the Splash Screen and not opening. Make sure the system config files are being read correctly or any custom configs you maybe loading as well. Make sure the configs are not corrupt. Then see if MicroStation will prompt you to activate your license at this point. Hope this helps.
I realize this article is about a year old, but shouldn't this article be substantially merged with all other reports of fatal errors, along with an exhaustive (or near-exhaustive) list of all known troubleshooting tools and strategies? That might go a long way to trying to solve this problem (and *all* others) that users have from time to time.
Not being able to solve a problem is extremely frustrating, especially when posting to the forum and finding advice no more advanced than "try creating a new user" (which--assuming that fixes anything--isn't a proper fix considering all the settings users have: and any one of them could be the problem, but which setting is the problem? why? and how can I convince you that it's reproducible but shouldn't be?).
