Are you getting a reasonable soil stress plot and convergence? It looks like a flat slab (no steps) and you are plotting strip forces I think. What load combination?

Yes, syntax is correct. Check wiki 101 ways to set your active level

Make sure if the Level exists.

If you have Space or Special characters, then wrap with quotes e.g. LV="My Level"

Can you confirm you created a Level Name called "Empty" and the code snippet is not working?

I'm actually using OpenRoads Designer version 10.10

I do, but I turn them off to test and doesn't make any appreciable difference. 
Also a bit of a cop out from Bentley to say close this/close that, or have you reset prefs. Just make the dialogs work without lag. 

Well, it definitely makes a difference if you have the properties window open when selecting a few hundred elements to e.g. move them. I don't know if that has any effect in your case, though.
