您好！目前程序不支持梅花型锚杆的创建。
下面变通的方法可以试试：
复制当前模型文件，创建新的锚杆，然后把含新锚杆的文件参考进原文件。关闭其他对象图层，仅显示参考文件里面的锚杆。
也可以把参考文件合并到主文件，为了只合并锚杆，可以在参考文件里锁定其他对象的图层。合并后的锚杆是智能实体。
如果需要计量的话，需要回到参考文件进行。
注意做好备份。

Looking at the file, it seems that the levels are coming from other civil elements that might have been in reference or have been copied from those files.

Levels could also be used for all sort of invisible elements (cell definition, dynamic view definition etc.) You can try to do a deep compress of your dgn (with all compress options checked).

Had an issue similar to this, turns out our workset got renamed. This project isn't on PW, and I was able to delete the .dgnws file and let ustn recreate it and so far so good!
