What platform are you using? Standalone, AutoCAD, Microstation or ArcGIS? In ArcGIS, you'll need to add the "Flow (Total Available)" attribute to your hydrant geotable, then use ArcMap's symbology tools to annotate the hydrant layer.

As a bit of background, the stand-alone version of WaterGEMS is not intended to have the same GIS or CAD power as the platorms WaterGEMS can run on (MicroStation, ArcGIS, AutoCAD), so for background layer power it is best to work on one of those plaftorms…
